Once upon a time I ran this race. It is a difficult physically and mentally. When you enter this event you must have had a good time to prepare/train, a routine of training/warmup/checkpoints, and finally confidence. Answer my questions and I hope that I can help you establish some things that will assist you in keeping a solid race under your belt.

This is my second year at 400M H for girls in high school and am having the same problem with stuttering before hurdles..and girls hurdles are even shorter so there is no reason for this except for mental. Our coach is not very knowledgeable about hurdling and just says to not stutter. We never practice doing an actual 400M hurdle race. Just 400M with 4 or 6 hurdles up so I feel that I cannot get into the proper rhythm. Before the race I warm up and then practice going over a few hurdles.
in practice, place hurdles randomly spaced and focus on attacking the hurdle with whichever lead leg comes up when you approach the hurdle. The key is being aggressive getting to the next hurdle, avoiding the stuttering by thinking of making the adjustments by lengthening your stride or speeding up to get to the next hurdle.
Additionally, as you warm up, or even walking around, pick a mark in the distance (on the track or crack in the sidewalk, etc) that you will mentally plan to stride over without touching...this will start to hardwire your brain into making micro adjustments to your gait in order to clear the "barrier".
