I'm pretty sure it's not allowed.
Maybe they were using the extra apostrophe for a baton.

To clarify: you shouldn't use an apostrophe in "occurrences".
I was at a tack meet the other day and after I was done with my events and just sitting around some kid from my school asked me to proofread a paper that he was handing in this week. Anytime he spelled "occurrences", he had it written as "occurence's." I thought that was a strange occurrence.
The other strange occurrence in his paper was that he used exclamation points instead of question marks when he wrote a question. Here is an example of one question he wrote: "Like how is that allowed!" That was another strange occurrence.
