State-sponsored doping is obviously Ethiopia, because it is run as a system, whereas in Kenya, it is primarily dominated by Italian agents with individuals doping either by their guidance or on their own. Ethiopia did get hit with the Meldonium positives, at least ten of them, but unfortunately almost all of the dopers were allowed to get off the hook by the IAAF's incompetence and corruption. If there were serious in-country testing in either country, there would be a lot more positives. Maybe without the drugs, 2:05-2:06 would be the top standard in the sport, and there would still be plenty of altitude-born and trained athletes with national running cultures and many training partners (that is, Ethiopia, Kenya, Eritrea, maybe Uganda) leading the world or at least competitive with any other nation.
