It is less important to look at times and more important to look at race conditions and how the race unfolds. Hall would probably not have won because he would not have been able to close like the eventual winner did.
LA and Rio were both flat. So, 2:09ish is the best case conversion for Rupp.

An exclamation point next to Hall's name would signify he's the fastest of all American marathoners.
All of Rupp's marathons have been tactical and in hot conditions. No one knows what he could do on a flat course in cool temps.
