Chigaco kept Wesley Korir out of the elites men field one year they had the men start early. He asked to start with the elite but they didn't let hum. He got in on his own and his time was the fourth fastest and they paid him the money.
Since then, every race has the men elite and open start at the same time. Pretty much every women that asks to start with the elite is allowed to, but they still use the option of making them pay their way. I've never seen a female Glenn Randall.
