So what do you want? Perhaps because the approach to crack was done in the 80's and 90's and, as a whole, our society and culture has progressed since then to a more progressive approach with a better understanding of addictions?
I mean we used to treat illness by leeching... Doctors have since changed their ways.
Maybe its not always about race and instead about change over time?
But feel free to keep spewing rather common and unoriginal thoughts under the guise of being "radical."

American taxpayers prefer taxpayers. What good is it to pump money into a system where we'll see no return? Rather have the addicts working hard labor in prison. Tho I guess you could make the same case for the MW opiate epidemic - will manufacturing return? Either way yes, America prefers whites and always will.

This. Its a;so caused the issue to be prominent in the upper and middle classes where as crack is mostly an extreme lower class thing.

it might have to do as major part in it. when crack addicts participate in a black market the united states government loses track of that cash, which is not in their interest. whereas when someone whose addicted to vicodin wants a fix his purchase is taxed. the government doesn't care where the money is coming from as long as it's flowing.
Race plays a role, obviously. Softens up your average Republican politician a bit. But it's mostly because the efforts of liberals and certain pockets of the medical community over the last several decades dramatically changed the public's perception of an issue that had long been framed in an extremely backwards way by conservatives and their financiers.
It took mountains of evidence, anecdotes, and advocacy campaigns showing that treating drug use as a criminal issue is insanely expensive, completely ineffective, and downright inhumane/fascistic, but even a fair number of moderate Republicans started coming around to the idea of taking a better approach over the last several years or so.
If not for these libturd efforts, you'd undoubtedly be seeing conservative legislators across the country putting forward policies that would feed these opioid-addicted, white communities to the prison industrial complex. With an old crackpot like Jeff Sessions at the helm, I wouldn't be so confident that we won't return to the old ways.

And the most basic difference is that you can be addicted to opioids, and legally obtain them for their correct usage. And its only illegally if you illegally obtain them. Like any drug.
If you commit crimes to get them, you'll be deep in it.
Unlike crack, opioids are not illegal.

Opiate addiction is ruining many lives in rural areas. It is one area where I appreciated Trump for talking about this during the election.
People don't choose to be addicts. It is like they have a broken foot and people tell them to get over it and don't use their foot. No, they need treatment. Yes, to be successful they need to want to get over their addiction but addiction is a messy business.
Some people are more predisposed to be addicts. I am glad I am not one of them. Once their addictive genes are activated by trauma or other issue, it is tough work to get them back to their state before their addiction takes hold of them.
