Amperage = voltage / resistance
Wattage = voltage * amperage
If you know the voltage supply of your charger, multiply that by the amperage and you have the number of watts.
A car battery should be 12 V even if not fully charged. 35 amps sounds like either the current it's able to put out right now or the current being supplied by the charger to charge the battery?
Or the AMP reading is amp-hours the battery can provide which would measure charge (1 amp hour = 3,600 coulombs)

Here is what I do: Note batteries are dangerous and I am not a car mechanic.
Get a multimeter and read in V. It will be 12+ even on a near dead battery so test it under load. I would have someone turn the key, if it wont turn over, and let the starter crank while you read the V on the meter. If it drops steadily or goes low immediately, the battery is not charged.
Im not sure what exactly it should hold under load but it should be steady and probably >9v for 15+ seconds.
Also, if its less than 12 with no load, its bad or not charged.
This might be a dumb question, but is an AMP a different thing than an amp?

You don't mention whether or not you are charging an EV battery or a starting battery on a combustion engine vehicle.

I assume that you need an electrical transformer that transfers electrical energy from one electrical circuit to another or multiple circuits. It is a useful device, but I would like to talk about voltage stabilizers as in my opinion these devices are even more important. I had to lose my refrigerator and TV before I realized that something isn't right. Thankfully I stumbled on a site and found out about voltage stabilizers.
