Even if the weather is good, Portland (OR) could never be called a "sunny area" (and would likely secede from the US if it could).

Men's race first. Then you can watch women race. Post race food is top notch.
Not always sunny,because of June gloom,but when sun is out ocean views of some very expensive real estate. You can't afford the women, but you can still look.

Bowerman 5K is great. I ran my fastest 5K since college there. Lots of competitive runners to push you. Part of it is on the Hollister trail though, which is pretty tame, but I noticed those who didn't expect that change of surface tended to slow down when they got to it.

The Bowerman 5k looks pretty fun. Otherwise I would say you would have better luck finding a track meet than a fast competitive 5k on the road.
