You need to learn the difference between "legal" and a NCAA rule violation.
I am no expert on NCAA rules, but I doubt you would be violating a NCAA rule. However, depending on the circumstances you might be violating the rights of teammates by showing the recording without their permission. Local law is going to cover that. A lot depends on if it is for a commercial venture.
It may violate team or school rules. Posting practice videos publicly can help your competition.
For example, most football practices are closely guarded and are rarely made public.

Does it violate team rules, maybe. - Ask your coach before doing anything. He/she will know if it violates any NCAA rules too.
As long as you don't be the guy who films himself running like those losers trying to "fit in" during races while trying to run a sub 40 5km I think you will be fine.

No, this is illegal. Flotrack owns all the rights and privileges to any and all recorded NCAA events. That means it's gonna cost you $20/month to even watch your own practice, and don't get me started on the legal fees if you get caught recording.

Do you know how silly that last one is? What is showing a bunch of runners out running going to tell anyone? Football, yes it makes sense as formations and personnel can tip off an opposing coach, but another coach watching guys run 400s around the track? Just what can be gleaned from that?
In my experience it's very easy to break NCAA rules because they're very encompassing. That said the likelihood of someone reporting this, probably slim.
