Go knock on the door and ask them. If they won't sell, give them your contact info and ask them to reach out if they decide to sell in the future.
Move in next door.
Something along these lines should get the owners thinking about moving...
take a dump in a secret location, the smell will fester and they won't be able to find it leaving them no option but to leave
They could get DNA if they ever find your secret BM. Use a dead fish instead.

This. Never hurts to make an offer.... but you need to know what you can afford and what you want to pay, and what it would legitimately take to make them consider the offer.... look up what they paid for it and when in the tax assessor records. Offer more than this at a minimum. Then do some math... how long have they lived there (look at comps for similar homes) and see what that price is compared to what they paid. Depending on where you are in the country, they may be under water, or could have paid waaay less 20 yrs ago.... Also look at the exterior... new roof? New deck? New windows? Have you seen the inside? Renovated?
If someone is not needing to/ wanting to move, they won't sell at a loss. So you'd need to offer something that covers what they paid, plus any improvements they've made, and then enough on top of that to make it worth their time to pack, find a new place, etc.
If they're close to retirement, thinking of moving in a few years anyway, then they might be willing to listen... if they're raising a family and don't want to change school districts or such for another 10 yrs, the "right number" might be waaaay more than would make sense.

This is somewhere in the vicinity of the best idea. Would be better if you got to know them some way, as genuine friends, socially, etc. Companies send cards to people's houses all the time letting them know they want to buy the house. This happens in bigger markets, with more turnover and especially if the new owner remodeled. A lot of cities have their assessment data posted publicly. In addition to gathering information on past sales and valuation through this, if you've been paying attention you might have also noticed if the house was listed at some point but then taken off the market.
I read this story when it came out, mainly because I read the NY Times Real Estate and they had the story featured. Every owner lies in trying to get rid of it, thus perpetuating the problem. Anyway, it suddenly occurred to me, someone should buy this, then demolish the house and build something totally different. Set up some security cameras, etc. And build to sell. Cause f- that stalker.

That house is not currently on the market.
