In the US it might be more realistic to talk about the race with the largest number of sub 16s.
My money's on Carlsbad at the top. I can't think of another ultra competitive road 5k in the US.
Meh maybe not. Looks like less than 20 in any given year, although their results tables make it impossible to do a comprehensive search.
I'll bet that ARRS has that data.. Look it up.

Paul Mwangi placed 36th with a time of 14:22 on May 31, 1999 in Ridgewood, New Jersey. But that is just the "best time for place". For a better answer, a more nuanced search query would have to be given the ARRS database.
One other problem with Rojo's question; in ordert to be included in the ARRS database the performance criteria for men is 14:22 for the road 5K.
With that being said, the Carlsbad 5K has seen (over the entirety of the event) 439 performances under 14:20, with two performances under 13:00.
Not sure why your WTW is showing Ben Connor and Jess Judd as unattached though.
Ben runs for Derby/Providence and Jess for Chelmsford/Loughborough Uni.
I doubt that's accurate for the Ridgewood race. They have never had anywhere close to that many under 14:22; I don't think that the course record is much faster than 14:22
