It's whatever you're comfortable wearing that particular moment. I've worn tights, sweatpants, beach shorts, shorts, and short shorts. I'll definitely buy some half-tights soon. Note to self, never wear beach shorts to a long run ever again.
Mesh liners are not your friend.
