The track is short. I have personally measured it.

He did it at the Kentucky Invitational. The HS record belongs to Robby Andrews ( 1:49.21) and Cooper's run wouldn't have counted as a record as it was done on an oversized track.

Who?
I think he can get the indoor HS record if he pushes it. I watched him win the Michigan "Elite 800m" at the University of Michigan in an EXTREMELY COMFORTABLE looking 1:53.31. If he can run a 1:53 on a flat track (in a frankly crappy facility) without looking like he's trying, 1:48 is probably within his reach, especially after this race.
I do believe he has ran 4:17 and change for 1600m this winter as well.

Oversized indoor track 1:49.8 = 1:50+ outdoors.

Explain this logic
Some people claim that the surface and controlled conditions of an indoor track more than make up for the tighter turns. Especially on 300m tracks. Data suggests otherwise, but the data is also inherently flawed. People treat indoor differently, race it less frequently, and it's typically considered the offseason. So, hard to compare times to outdoor.
