When you see someone who moves their legs in a blur but has little forward speed. Like the Roadrunner before he gets traction.

Whoever coined the term did not take a physics class. Speed and velocity are not the same. The term is meaningless.
It makes perfect sense. it is leg speed relative to forward velocity.

Maintaining forward momentum because the foot at ground contact is moving a little bit faster than relative ground speed. Like when if you're pushing a skateboard or scooter, if you want to maintain your momentum your foot has to stroke the ground more quickly than relative ground speed.
All other conditioning comes down to the ability to maintain momentum.
"Leg speed velocity" is a term put forth by somebody with no math and physics education.
