Did you even read the entire post? The vessels don't branch out to cover a large surface area in the wrist. They do in the palms and fingers. It's that large surface area that speeds heat transfer.
That wrist thing would have a better chance of effect if you wore it on your hand, but that would still be pointless because vasoconstriction just cancels out any enhancement to the cooling rate.
