If you're talking specifically about the 800m, you're generally correct. Not really true for longer races, though. The Millrose results include complete splits. Check those out if you want evidence that people are actually accelerating over the last 200-400m of longer mid-distance races.

They are speeding up from the pace they are going at before the kick. I don't think anybody talks about kick speed and its relation to the entire race.

For the middle distances see Elliott, Snell, Ryun, Ovett, Coe, Cram, Aouita, Morceli, Cacho, Ramzi, Lagat, El Gherouj, Kiprop, et al. They never merely "maintained" the pace and their competitors never did either. If I worked at it I could name 60 others.
For the distances see Viren, Yifter, Cova, Schildhauer, Skah, Tergat, Seko, Ali Saïdi-Sief, the Boulamis, Gebrselassie, Bekele, Mourhit, Mo Farah, et al. They never merely "maintained" the pace and their competitors never did either. If I worked at it I could name 60 others.

Don't know if you saw the British indoor championships today but the winner of the 1500m ran the last 200m in under 27s. I think that's called a kick!
This isn't totally inaccurate. Look at Robby Andrews in his NCAA championship race in the 800. What looked like an incredible acceleration was actually him running perfectly even (within 1 second) laps. With longer distances, however, there is definitely a finishing kick.
Might be a bad example, but the Olympic 1500 was probably the most negative-split race I have ever seen, and that is certainly a finishing kick
