Simpson is better than Muir.
Murphy's run a 45.x 400m split (indoors?). A guy who runs xc and has that good 400m speed can be expected to run very fast with the right field when he is physically mature.
Muir had neither good speed, nor good overdistance endurance, and she was already 20 when she ran 4:07.
Here are two more reasons. Murphy's hardly alone with fairly young guys running sub 1:43, and plenty of European and American born athletes who never tested positive and never were part of organized doping programs have run faster, while the only ever to run faster than Muir in women's competition are Eastern Bloc and Chinese dopers plus Didoper. Muir's 16th all-time.

By which I mean name a young American or European guy who has run faster at a similar age. You said there are plenty, so really I'd like to hear about 5-10 of them.
Personally, I don't find either athlete particularly suspicious.

The sport is about racing your competitors, not time trials. Simpson's resume is infinitely better at this point and will still be better when they are both retired. Would you try to tell me that Webb is better than Centro? No.
No, Muir is the better athlete. On her best day she has run faster than Simpson on her best day.
Simpson has a better resume only because she's 30 years older than Muir.
Muir will surpass easily if healthy. Gold or silver in world champs this year a high possibility.
Why would I tell you Webb is better than Centro? Centro has run faster in the 1000, 1500, 3000, and 5000.
For many years I was cynical about performances, always looking for red flags with a performance or debating whether athlete x was clean based on any number of factors. If an actually actually tests positive that is a different story, but here's some advice - enjoy the performances and don't worry about who is in Font Romeau with Jama, and enjoy watching great athletic performances. Its just sport, after all
