While you're right that his mile converts to sub 4 1600m, but he's not the 10th--he might be the 20th.
There are 9 US HS guys who've run sub 4 for a full mile.
Mile conversion to 3:59.99 for 1600m is ~4:01.5. Centrowitz, Lindgren, Ryan Hall, and Donald Sage were all there. I can't find a recent list of top ~50 high school milers (list I'm going off of is circa 2004), but recently Tamagno and Ratcliffe both went 4:01.5 or faster for a full mile.
