He is correct based off of my experience with Kenyans.
I had numerous Kenyans on my D1 track team at a mid-sized school. They explained to me that to get a government ID you did not need to provide other IDs, so you could change your age. They had numerous government issued IDs with different ages. Their reason was so they could buy alcohol at a younger age, but they easily could have used it to age-cheat as well.
When asked their birthday, some would even change(forget) the dates sometimes confusing one ID with another. I wasn't sure if they truly knew when they were born. Seriously.
Also, none of these Kenyans returned to Kenya after graduation, all joined the US military and are now US citizens. But none after fast enough to race in Tokyo. I haven't heard of any Kenyans in the NCAA system who return to Kenya after coming to the USA.
