Giuliani's job for the WH is to present an point of view which Trump's base can grasp on to. It's not to put forth any semblance of truth or even to make any sense at all. As long as he wanders around the news shows offering a point of view explaining away whatever negative situation Trump is in, the base will go along with it.
As much as it irritates me to listen to the gibberish, it works for the purpose intended.

I doubt if he would do it before midterms. Granted Trump’s base wouldn’t care, but Republicans are going to have to win more than Trump’s base to maintain control of the House. Expect the pardon to come in after November.

If Trump were a logical person and not so emotional, and if he ever took the advice of anyone else in the White House, I would agree with you, and you still could be right, but things are just next to impossible to predict with regard to what this President might do.
Also, does pardoning him at all before the Mueller investigation is over add to his already big case against him on Obstruction of Justice? Seems to me that it would, because he is letting others know that they can get into trouble and he will just pardon them, so they should feel free to not tell the truth.
Too many things have been described as "norms" that this President isn't following. I think after he is gone, we need to pass some laws for Presidents so all things are crystal...can't pardon yourself, can't pardon others who are involved in cases or with prosecutors that you are also involved with, must release tax returns for x number of years, and likely many other things.

Trump will not pardon Manafort. Here is why.
If Manafort was going to cooperate with Mueller, he would have already done so. My guess is that Manafort is afraid to tell Mueller what he knows because Putin would have him killed.
A pardon for Manafort only helps Trump if it keeps him from cooperating with Mueller. But it looks like Putin has taken care of that anyway.
Even if it's not Putin that Manafort is afraid of, Manafort doesn't look likely to flip. So Trump gains nothing from a pardon.
And Trump never does anything if there is no prospect for gain.
This is all true, but Trump pardoning Manafort would be a signal to others that he's got their back, so that THEY don't flip on him. Also, he is very petty, and pardoning Manafort would be a big "F*ck You" to the whole process.
Manafort still has another trial and possible appeal of this last one if convicted.
He protected Trump in this case and is looking to be rewarded.
Manafort can still flip to get a deal if he is not pardoned.
We know Cohen has flipped and Flynn has given something to Mueller for his deal. Gates has given something, too. But maybe just on Manafort.
We do not know what information Mueller has.

There is definitely some educated speculation that Gates have given up information on Trump as well as Manafort.

Preponderance of evidence and he has enough evidence on the Trump crew to bring them down without Manafort's assistance. Fourth of July has passed, but there will be a lot of fireworks over the next month and a half. Stay tuned and buckle up.
