In my state many counties and regions use their coaches to time their league meets and invitationals while using county purchased equipment during the meet. This is part of their coaching job or they will receive a small stipend for that service.
Coaches in at least two of these counties are now using that equipment to time meets as a separate business entity, not only in their county, but in and out of state meets.
One coach is a regional director and one of the founders of a timing company and has used that influence to direct the state to hiring the timing company for regional and state championships.
Other timing companies used to bid for these jobs as required of all state supported agencies. But now it seems as if people with power are pointing these jobs to their own companies.
