They do, but they go after the in-state guys first. Illinois is one of the better distance running states, and I know that several alumni get awfully mad when U of I fails to keep its top talent in state. However, they will look at any athlete if they have the right credentials.
Do not go to UIUC. I repeat DO NOT go to UIUC. They have one D2 transfer that has done something in the last 5 years. The others in the top 5 were sub 4:05/8:55 guys in high school that have mostly gotten worse, but are still good enough to barely make Nationals. Stewart grinds you into the ground.
So Stewart has been there for 4 years and has turned around recruiting where illinois now is grabbing a good share of top illinois hs kids, His team qualified for nationals for the first time in who knows how many years and somehow he still gets slammed by some LRC goof ball. He does have a solid group of high quality kids there but i think he deserves a bit more time to prove himself, I know a couple of the guys on the team and they have nothing but good things to say about him. I have talked to him just a few times in passing and he has always been a friendly and down to earth guy. He seems to have the program advancing in the right direction. If you are going to accuse someone as you have it would be helpful for you to give us some of your background and what exactly you mean by running kids into the ground. To the OP contact the coach by email and be wise when reading critiques on anonymous websites.
I've known and worked with a few kids who have gone on to run at UIUC under Stewart in the past few years. I think the above assessment is probably pretty fair-he seems to be doing a good job.
Stewart has definitely done a great job recruiting in-state, but as far as I know there is very little priority (or maybe just very little success) in regards to out-of-state recruits. Part of the problem is that the university is pretty expensive for a state school, and is really expensive for out-of-state students. In many cases, kids from Illinois can even attend state schools in adjacent states for nearly the same price as (or even less than) UIUC. This makes getting walk-on and partial scholarship kids from out-of-state relatively hard.
Stewart's big recruit at Purdue was from out of state. Matt McClintock.
