Well, i do think his #1 goal at the moment is the marathon WR...but my opinion is that he values WC titles more than a major marathon win. Why would he mention the WC so often if he didn't

This does sound like the best plan. This way, Bekele does 2 marathons, and gains prestige with (theoretically) 2 wins. Then he can drop back down to 10000 which lowers his chance of injury, gives him to chance to prove himself against Mo, and if he fails to win WC 10k, it doesn't matter because he has already proven himself at 10k in his prime. BUT whether he can be competitive on the track anymore is another question. Calf injuries often are exacerbated by track work.

Clearly, Bekele is once again one of the best distance runners in the world. Of course he's got a shot at the world record. But I think many of you are forgetting the difficulty of the marathon distance. These are Bekele's career marathons:
2014 Paris: 1st in 2:05:04 (CR)
2014 Chicago: 4th in 2:05:51
2015 Dubai: DNF
2015 London: DNS
2016: London: 3rd in 2:06:36
2016 Berlin: 1st in 2:03:03 (WL)
Fantastic second act from the best distance runner of all time. He's still going strong. But if I had to bet on one of the two scenarios:
1) Bekele wins Dubai and then breaks the World Record in London;
2) Bekele never runs under 2:06 again;
I would take the second option every time.

Lower chance of injury is debatable.
Some people get injured from running volume and others get injured from intensity.
Bekele's health of late may be attributed to lower intensity.
