Assuming we are talking Seth Hirsch, it depends on what you mean by upside. He is 4:21 miler/9:12 2 miler on the track and I have no clue what his training was like (both mileage/injury wise). What does that project out to? That is a 29:00-29:30 type runner with a couple years of development. That is a pretty solid 4th/5th man for most programs. Obviously you need to be an XC focused program as the odds of him being much of track runner go way down. It is easy to say the 4:12/9:12 guy is a better bet to develop more, but sometimes it doesn't happen.
And obviously if you get Seth, you hope their is one more big development spurt and he turns into a 28:30 guy. This spring will probably tell you a bit about his future when we learn if he becomes a sub 4:15 guy or if he stagnates around 4:20.
