I'm all for shorts over tights but I saw one of the local jr high runners with shorts over sweat pants. That's taking it just a little too far.

I heard a few ppl say that I was like wtf are you talking about? I certainly don't. Can't imagine how bunched up and annoying the shorts would get, and what would be the point.
Shorts over tights, though? That's debatable, and I'm surprised it never gets brought up on the boards...
Unless you got runderwear like these: http://amzn.to/2jsygpD Then the running shorts are used to hold balls in place. On the outside of the tight, shorts do nothing.
I run with underwear under my tights. I have a few pairs of tight fitting ex-officio "tech" underwear that keep my balls in place better than the tights.
I don't have tights but an older RRS pair of "pants", along with sport brief and running shorts. Add long underwear if really cold.

I frequently wear tights over shorts when warming up for a workout or race. Sometimes I wear tights over shorts on normal runs because I don't have many pairs of underwear that are comfortable for running (typically wear boxers) and normally run "freeball" in tricot nylon short shorts with a built-in liner. These are reasonably comfortable under tights.
You wear shorts under tights because you may be warming up with tights and doing hard strides in tights.
Then peel off the tights to race in shorts or do a hard workout in shorts.
Same reason you'd wear shorts under warm-up pants.
