There's really no way that he can play both sides of a advocatory process. At the end of the day, assuming any semblance of a proper process is kept, Russians will have to be allowed to cross-examine his 14 witnesses (some of them are anonymous), and not just be assured that McLaren accepts their testimony beyond a reasonable doubt.
The McLaren report will probably end the "investigation" stage, and move it to the judicial stage. From a political standpoint, this will probably be drawn out as long as possible.

Guy Canivet has resigned from his position as chairman of the International Olympic Committee (IOC) Inquiry Commission into alleged Russian doping at Sochi 2014 due to "personal reasons".
Canivet, a former judge of the French Constitutional Court, has stepped down from both this role and from his vice-chairman position on the IOC Ethics body.
So they replace a judge with a bureaucrat. Pretty clear whom that helps.
He will be replaced by Samuel Schmid, the former President of the Swiss Confederation and a member of the IOC Ethics Commission.

Here is what they admit (McLaren): No interviewed witness ever observed the removal of the bottle caps, which the IP in its 1st Report established, did occur.
So it "established" this though no-one observed it? I agree Patsev (Пацев), more likely simply that WADA controller frauded it.

I'm not defending anything, but wasn't Ross Tucker saying concerning DNA tests that male DNA could be in "females" by his definition? McLaren was on the Dutee Chand CAS Panel, so he should know this subject well.
