Many high schools in rural Kansas (Hays, Garden City, in example) have seriously great track and field facilities but are not producing stellar teams or especially outstanding athletes. Does anyone know why these schools were able to build such great facilities? I'm not knocking them saying they don't have equally great teams, just saying doesn't appear to be an outstanding record which allowed their coaches and ADs to advocate for superb facilities.
So what gives?
