The sun sets a bit earlier and rises later because the orbital angle is different in winter versus summer.

The USA turns the power back slightly on the sun to save heat for the crop growing season.
Try living in Alaska, Canada, or Scandinavia.

Because we are nearing the earliest sunset of the year in most North American locations (December 7th or 8th, usually - contrary to what you may expect, the earliest sunset does not fall on the winter solstice).
