I always feel like it's the part before the end. The end gives you a new gear and things aren't as tough anymore. Even if you're totally wiped, you can feel the finish pull you in.
In a 5k its between 2 - 2.5 miles or so. For a mile it's the third lap.

Three fourths of the way through is mostly the toughest. Though I would venture to say the final 1/5 rule comes into play as the race gets longer. Marathon+ distances.
For 5k, the 2-2.5 is toughest for me by far. For 10k it's part of the 4th and 5th miles.
Yeah, I am with those above. Definitely depends on distance though. 60-80% through is the hardest for anything under 10 miles. In general the last 1/2 mile to mile are usually doable because you can turn it up a gear and not worry about flaming out.
20% of a marathon is still 5 miles so you can turn it up at 21 and still crash at 23. Besides, you're just totally done after a marathon, regardless of how you finish.
In my objectively correct opinion you are all wrong. I am not considering the mental aspect of running, this is purely from a physical standpoint. The "pain" at 4/5ths of a PR effort crosses a threshold; it separates the race into two distinct parts. To run well, you must use the first 4/5ths to set up a painful last 1/5th.
