Is it possible for the naturally skinny person who also runs 50+ miles/week to bulk up too? Or is this a fable?

Absolutely, be prepared to eat about 3500+ calories a day. To bulk up requires hitting the weights for at least 4 to 5 days a week. Running 50+ mpw is at least 5 to 6 days a week. You would have to make your running suffer to put more into lifting. Don't expect to get faster at running for a while and at best you hope to keep your speed. Once you've gotten to the size you wanna be then you shift more emphasis back on running to improve times, while doing just enough to keep your size in the weight room. At some point there will be a balance between the two, but it would be extremely difficult to improve in both running while gaining muscle mass. Usually in lifting there's the classic bulk stage and the classic lean stage. Likewise for running theres the classic base training and the classic cut back for race season. As you can see there's a lot the body would be going given you used this same approach and would likely find yourself getting burnt out or giving up one or the other (running or lifting). Now you could cut back running to 25mpw and pick up lifting with the results you wanna see, but 50+mpw is probably too much of stretch. I'm not saying it's impossible, but i will say it will be much more difficult than you think.
