Private schools have the recruiting advantage. And they can pay their coaches more. Buy extra ice-time. Have dedicated facilities. Indoor track? Mommy and daddy can afford a driver to bring you to and from school at all hours. Etc

I am a volunteer assistant XC coach at a private school and it's not even close to that. Two coaches get small stipends, the kids had to buy their own warmups (and in all fairness I have to note the football team buys their own jerseys), our uniforms are several years old and our tent was donated. The kids have to throw in money for the hotel when we travel because we don't have enough in the budget. Oh yeah, and I worked two and sometimes three jobs to afford my kids' tuition, and did many of my friends who had kids that went to the same school.
Not all private schools are full of wealthy kids and have tons of money to spend on athletics. That said, we are in the same situation, as a non-boundary school we have an enrollment of 650 and are competing with schools with enrollments of 1500-2000. We don't care, we still show up and compete and last year had all-staters in both XC and track.
Agree with the above posters that we need context (sparsely populated state? Private school?). I am sure the league has rules and parameters on this and it wasn't a random attempt to screw your school. I also went to the smallest school in the biggest classification in HS. Yes, for team competitions, relays, XC it sucked. But I think that collleges are exponentially more impressed with places and wins in the bigger classifications' championship meets. You are also usually guaranteed more competition and more people to push you to fast times in league meets. And if you manage to pull off a win, it's way more impressive and prestigious to win in the large school category.
