I was driving to work this morning and thinking about the OP's struggle. I decided I would post because I want him to toughen up. Life will not become easier or more accommodating to running as he ages. Running would not miss him if he quit tomorrow. He may one day miss the sport but by then it could be too late to accomplish his goal. Who knows??
Running and racing performance is incredibly simple. You run hard, you run easy to recover so you can then run hard again. Never go to the well unless it is a race. Never run the same course, time, or intensity two days in a row. Run as much as you can but don't run so much that you find yourself worn down. Do training you enjoy but always keep modulating time/distance and effort. Run all at all pace at all times of the year. Race when you feel ready and always plan ahead in your running.
If you are not improving you are doing one of these things wrong. If you are improving then keep doing what works!! Very, very simple stuff.
Running a sub16 takes physical and mental toughness. In my own way, I let the OP know that he has the wrong set of goals and that he can (and will) be successful if he so chooses.
If he decides not to run or take this advice then that is fine too.
