Since part of his job is driving passengers, one would think that he would be subject to drug testing. Does your workplace have a drug testing program? If not, suggest it. Tell management that they might lower their insurance if they have safety measures in place to maintain a drug free work environment, especially for drivers.
If you don't have a drug testing program and management doesn't want to have one then they are probably also doing coke as an earlier post alluded to.

Coke makes me a better driver, so it's all good. Makes me more alert and increases my ability to respond to threats on the road.
