Caster Semenya has proved that it is pointless for track and field to have a women's division so this discussion is sort of null and void.
But to answer the question: surely at least one of the 1000s of sub 29 10k runners identifies as a woman so that person is the GOAT female.

Can you prove to me that Ayana and Dibaba are less doped than Junxia? I don't think so. In order to have this discussion at all we have to ignore doping questions. I personally think most top runners are doping. I'm not sure if the Chinese athletes were better at doping or if the fact that they were basically abused pushed them to greater heights.
I would definitely recommend a female goat, because you will be able to milk it and also make goat cheese if you are interested. It is a good idea to check the regulations for the city you live, however.

My pick, too. People can argue about the weighting of criteria and reach different conclusions, but Grete is it for me, for a boatload of reasons.
The best female runner of all time should be called a GWOAT - Greatest Woman of all Time.

No one else can compare.

10,000m world record was 31:13 before IK, 30:13 by the time she was done.
Held 10,000m WR for over 8 years and still inside top 20 all time, 30 years on.
Held marathon record for nearly 13 years.
