I don't think they are out of whack.
A 45 300 is harder than a 10 minute 1.5 mile, but this isn't a decathlon where every event is supposed to be weighted equally.
I would assume that when chasing a perp, your going to catch him in the first 300, or your not going to catch him. Therefore a 300 meter sprint is more important to the FBI is more important than a 1.5 mile run, and the standard is higher.
The 1.5 mile is probably thrown in there as a test of general fitness so they don't spend a bunch of time and money training a fat slob whose gonna keel over and die at 30.
