It's not different. I did a couple weeks in Germany and Austria this summer just using my US license,

I get one when I go but have never used it (but I have never been stopped by police in Europe). Its just a translation of your existing lic. You may get stopped by someone who does not speak/read English.

I would check on each of those countries, because it might vary by country.

This is correct. an IDP is not a "real" drivers license, just a translation of it into other languages for the local authorities. Many countries have agreements with others that if you are licensed in one you can drive in the other.
I don't know if they are required by some countries, but you can get it from AAA. They are authorized to sell them. You cannot get them overseas, you must get it in your home country.
