As long as your legs are shaved , you wear kinesio tape, a nasal strip, arm sleeves, and sport oakleys and a garmin,

1250 seconds and a normal BMI. It's not so much you have to be fast as that you want to look decent and slender and fiber-ous. Otherwise you risk embarassing the rest of the amateur running community.

In my opinion, if you run and train with a purpose, you can wear whatever length shorts you want.
For a 40 year old, probably sub-16:00 is the cutoff.

This. 3" isn't very short. I'll only where my inchers if I'm in sub 16 shape, though.
I wear 2" inseam all the time and my PR is only 18:30

Is this Runnersworld? "Short shorts" are what most of us call "running shorts," and there's no time cutoff. You're not even talking specifically about split shorts. (I'll admit that I don't wear full split shorts anymore, just half-splits and 3-inch v-notch.)
There is, however, a speed suit cutoff for the 5k. You have to be able to beat Tim Broe.
I have never considered running in other than "short" shorts...is there any other kind?? To me, nothing says hobby jogger like those baggy running shorts that go down near the knees. Running all summer in 90+ degree weather, I'm not about to wear baggier running shorts.
If you're wearing 3" shorts wouldn't you be in danger of exposing 5" of yourself?
