I have. And there is no doubt that places like barrow Alaska are hands down the worst places to run in the us.
Barrow is the largest city on the North Slope, and indeed it would be difficult to train there. It has only a small grid of roads in the town, and the outlying areas would not be safe much of the year because of polar bears. Not to mention high winds and cold temps 9 months of the year, including 3 months in the dark. Besides all that, Barrow is freaking awesome for a visit, like going back to 1910 or something.
But the state is more diverse than that, it is composed of several distinct ecological/geological provinces. Some are better for running than others. If you want year-round running it had better be in the Southeast or extreme South Central (even south of Anchorage). However, the major towns/cities on the road system and nearby have excellent seasonal running.
