The side view on video shows clearly that Muir was moving ahead, then Rowbury thrust her arm and body across, and the positions reversed.

You've probably had your bell rung one too many times from playing football to understand the difference between a full contact sport (football) which has umteen rules regarding use of hands and track racing which has firm rules limiting the use hands to gain advantage.
Although and since watching the olympics it isn't very clear to me that the rules are carved in stone anymore, like they were not to many decades ago. I guess in this era everyone deserves a hug and a do over. Maybe not seeing a foul is do over for 4th in the 1500.

Rubbish. Muir ran dead straight. Watch her compared to the lane lines.

Looked like an unsportsmanlike move by Rowbury.
She used her arm instead just using her legs.
There was no reason at all for her to initiate contact with her arm.
There was room to just run by her.
She still would have won but I think that move widened the gap.
