Alot would take you on, they just won't give you scholarship and you are just one of the many on the team.
I think nearly any D1 program would give you a full ride. I'm assuming you are a female.

Can I have some examples of schools?
Michigan, UW, WSU, etc. You just have to send emails to the programs rather than them seeking you. May I ask why you have chosen D1? Lots of other great schools, with just as good programs in the other divisions as well.
Also, Mary Cain has run sub 15:50 as well as Sisson both in HS. =D

No one cares about your XC times unless it's on a well-known course. They will look at your 4:31 mile time and immediately put you on the bottom of their list. When you get to 4:12 or under, check back with them.
yes they will take you as a walk on. Get that mile time to around 4:17 and they will let you on the team.

Try Ohio State then. That is the safety school for most people who try to get into Michigan.
They can take you as a walk-on.
Talk with the coaches as soon as possible, do not wait or hope for faster times before contacting them.

Depends on what you mean by "big". Top 10 at NCAA XC? Maybe they'll let you walk on but you'll never travel until you make huge improvements. If you just want to run for a D1 school in one of the well known conferences the answer is, Yes, there are a number of schools that will let you walk on. The biggest question you have to ask yourself is are you going to be OK with getting destroyed in workouts on a regular basis? If you can mentally handle getting dropped there is a lot of opportunity to improve and become a good runner. If you can't handle being dropped or not being the stud on the team you will quit or transfer early in your college career and will have wasted season(s) that cannot be gotten back.

Well your 15:50 xc doesn't mean so much unless it placed you top 5 at your state meet. Did it?
You are a currently a 4:31 miler. You are very good. But you would be over your head trying to keep up with any respectable D1 team.
If you have a strong xc season and place highly at your state meet, you would be more appealing to solid D1 schools.
Why wouldn't you want to go to a great D3 school and run competitively?

Well, what can you expect? The kid thinks his 4:30 mile time is going to get him on a D1 team. To the OP: In the event you aren't just trolling here...you really could use some perspective. There are plenty of women who could crush you in a workout.

Assuming that 'big programs D1' equates to a competitive program that regularly or occasionally qualifies for XC Nats, your best bet is to walk on at a school that you were already admitted to.
Most D1 programs will let you walk on if you're sub 4:20/9:20 as a Senior. Some of the better programs are more like sub 4:15/9:10-9:15. The most elite (e.g., Stanford, Oregon, Wisco) may not allow walk ons at all (unless you're ridiculously good at peaked as a Senior and ran 4:0X). Best bet is to get admitted, run these times early in outdoor, then talk to coaches.
If you want preference in admissions, you're looking at D3 unless you qualify for NXN or FL nats. Either way, you want to show good progress in XC. Ideally, sub 15:30 or better. And, with D3, you need to talk to the coach and do Early Decision to get a boost.
And, more important, you want to get to sub 4:20/9:20 in the Spring.
Lastly, context matters. When did you start running? How many miles per week are you running? Are you winning races at 4:31 or mid-pack? What's your 800 and 3200 time? What were your PRs last year?
Best would be someone who's new to XC and track, runs low mileage and is showing significant YTY improvement. And has some speed (e.g., 800 time better than 1600 time).
I know a kid who ran 16:2X and 4:3X as a junior, then ran 15:5X, ~4:15 and ~9:20 as a Senior. Didn't start running until Soph year in HS. Ran low mileage. Walked on a D1 Power 5 squad. He's now one of their top runners. But he got zero scholarship and zero admissions help.
So, it absolutely can be done. Just don't expect top schools to be throwing $ at you.
You could walk on EMU or CMUs teams most likely. Hell CMU might even give you a scholarship depending on where they are at with depth at the moment. Major D1 programs you would have to get lucky to walk on or go to a school that has a not great program.
