Actually there was a lot of concern about that in 1984.
This is gray area protocol, and it has subsequently been well documented (e.g., Lauren Fleshman's bid to get on asthma meds a few years back, per Saladbar's suggestion).
But it's one thing to take a couple puffs of ventolin before your race, compared to 23 puffs a day in combination with maximum doses of Advair.
LA 1984 Olympic Games, one of the dirtiest of all time. (cadaveric HGH, blood doping, steroids, stimulants, positives covered/samples and results destroyed, etc).
And Soviets/East Germans did not participate!
