I think you can keep pretty close to top form into your late 30's, clean.

I stopped competitive running in 1984, age 26. The next race I ran was in 2003, when I was 45.
My 10K time in '84 was 36 flat.
In 2003, I ran 47 and change.
I got faster pretty much every year from 2003 through 20010: age 45 to 52.
I lowered my 10K time from 47 to 40:48. In age group terms, I was actually slightly faster than I'd been at 26.
At 51, I won the Alabama state championship 10-mile in the 50-55 AG.
Then it was all downhill.
But I had a great run in my late 40s and very eaerly 50s.
Years training (and training intensity/intelligence) is probably more important.
If you start training (for any event) at 28, you should improve for a few years, maybe 10. If you've been training at a high level since HS, 30 is a pretty frightening milestone for most.
Regardless of the age at which you start, runners typically stop improving after about 5 years.
