Can I do calf raises or do those stress the tibia too much?

Be very careful, but you should be fine. If the calf raises hurt, try balancing on your toes (with both feet on the ground) for 30secs (I hold a 4kg dumbbell in each hand held above my head) and progress 5 secs daily until 1 min 30s. Should improve balance, strength, burns fat and is low impact.

I would say go off of pain - if it hurts the fracture area, DON'T DO IT. That being said, calf raises are great for strengthening the muscles around the fracture site - I recently healed from a tibial stress fracture myself and my physical therapist had me doing calf raises as part of my exercise program.
