Lets say a 31 year old male is in 75% range for the half and marathon. No HS, college or club background. Would you consider them a hobby jogger or is there any talent?

Talented or not, it doesn't really matter. Still a hobby jogger. And I write that as a 40 year old 80% age grade hobby jogger.
As a long-tome masters guy, I feel like unless I am at least 85%, I am just a hobbyjogger. Kind of arbitrary, but there it is.

Yep, hobbyjoggers can have talent but if they're only running 75% age graded times then their fitness level is still hobbyjogger.
That's just over 6 min miles for the half and 6:30 or so for full. Pretty good times. A notch above hobby jogger. Local age group runner. May be a hobby runner, but those paces aren't jogging. Jogging starts in the 7s and 8s.
I am a 79.78 % age grader and I ain't no mofo hobby jogger like all you other clowns.
