I like Shaheen's PRs b/c they illustrate it well. Similar 1500 to Jager too.
In an ideal race I'm sure Jager could break 13...but these post-Olympic races are typically pretty empty emotionally for medalists...He'll just go with the pack and see what happens. Could be 13 low, could be 13 mid, just depending on what the peleton does. Very very small chance Jager will win - some guy left off the Rio roster will have a chip on his shoulder and take it.

I think you are right, I think he is likely sub 8 and sub 13 fitness in an ideal race. Any word if there will be pacemakers at either race? If not, it seems unlikely he will break either, unless he can get somebody else to share the work with him.
I am going with 12:56 if the race is fast, but if it is slow he may just run 12:59 or 13:02.
For the steeple he will run 8:02
