I don't know much about relays so I can't comment on the legality of exchanges, but you know this won't happen. IAAF thrives on bolt.
The last Japanese runner put his left foot clearly on the white line next to the American. Is that DQ or does it have to be over the line?
7. The baton shall be passed within the takeover zone. The passing of

baton which is decisive. Passing of the baton outside the takeover
zone shall result in disqualification.
The line is not part of the lane. The language clear states that the lines separate the lanes, and you have to remain in your lane.
But for a DQ to occur, there still has to be "material advantage" gained when out of the lane on a straight.

I don't see anything in that image showing a violation. It's fuzzy but looks in that image that the baton is still in the exchange zone. The rules say the baton must be exchanged in the zone, it doesn't require the person's torso or feet to still be in it.
