Actually pretty fair to me. They could have ended up in jail. False reporting is a crime in Brazil and USA. They should be happy that they are free and Brazil didn't make an example out of them.

Swimmers were punks, but certainly didn't deserve to have guns pulled on them or to be extorted thousands. My friend kicked in a door in college. He apologized and payed to have it fixed. Done.

Which it what wasn't going to happen here, with Lochte attempting to flee (in another taxi), and then getting aggressive enough to cause the security guard to brandish his weapon. Only then did they pay up, and still shortchanged the owners.
Then he filed a false police report to prove his celeb credentials with the NBC beach interview, before high-tailing it back to US and lawyering-up. But chicks dig this guy for some reason.

Look at any historic example, and you'll see that as women's standards go, there's goes the society.
The $11k includes Lochte's share. Most of that is Lochet's share. Doubt he pays his "friend" back. That is not the Lochte way.

They could also have been asked to stay and do public good, like clean up after the games end--cleaning toilets would be what they should have done. But, they opted to buy their way out.
I know that white Americans aren't really familiar with the idea, but that's how the law works. Sometimes when you do something illegal, people make you pay money for it. It isn't extortion. It's just how the law works.
I think you'll find that many people who break the law in the US are forced to pay money as a result.
