Yes, they are Maureen Jelagat and Margaret Wambui.
For Jelegat, it looks like the 400 was her only event. But Wambui was also supposed to run the 800 - heats are not for another 5 days. So we'll see whether she also scratches in the 8. Odd that they have both scratched in the 4.

Do you need the Nobel prize for understanding that, if you are able running 1'56" in 800m and only 51" in 400m, your choice is to run the distance where you can try to win a medal ? But, of course, your first thought is doping....
Dutee Chand, having opened the door to all hermaphrodites, biological males, and so forth in "female" competition, promptly was knocked out in the prelims, leaving behind the disaster where there are non-female athletes like Wambui, arguably Aprot, Semenya, Niyonsaba, and so on. And then there are the potentially all-drug countries with zero anti-doping facilities or legitimate controls without corruption. That would be Kenya and Ethiopia.

that is a logical thought, but the fly in the ointment there is why even bother entering the 400 if you are going to scratch for that reason? That makes zero sense to me.
Though they are the only qualifiers, both had stated they would not be running the 400m and did not even run it at the Kenyan Olympics trials. Maureen decided way back in April or May that she would move back to her preferred event which is the 400m hurdles, an event she won silver at the African champs recently. Margaret is doing the 800m.

if that is the case, then why were they even named to the team? It might not be doping related (and i see no reason to think that it is unless they scratch from other events too), but a federation entering athletes in an event they have no stated intention of running just is odd (at best) or incompetent (at worst).
