I believe Allyson Felix is going for championship medals #19, 20, and 21. If she wins a single Olympic medal in Rio, she will tie Jackie Joyner Kersee. If she wins a single gold, she will be the first woman in athletics to win 5+ gold medals, and it could be 7 by the time she leaves..

So your question is who is the most unathletic athletics athlete? I have no idea. Even the worst is still more athletic than Phelps. Maybe if track had no arms and no legs competitors Phelps would be on par with that person in terms of athleticism.
