Taking the soft option is going to backfire on the IOC.
Every time a Russian wins a medal in Rio, there will be suspicion and the issue of whether they won it cleanly or not will come to the fore.
The IOC have, inadvertantly, put the issue of doping firmly on the map, when what they really intended was to sweep it under the carpet.

Since I started following sports seriously in the early 70's, the IOC has consistently made one cowardly, politically-motivated, shortsighted, greedy, and downright poor decision after another when it comes to doping. It's a wonder that the sport of track and field continues to exist.

True. For over 30 yrs now, it's been obvious that an Olys every 4 yrs does not serve T and F well, witness the numerous worldbeaters that just so happen to peak out of Olympic years. Problem is, to the public, they get to see most sport every 4 yrs which is about all that they need. (for me, seeing swimming/skiiing/gymnastics etc. etc. every 4 yrs is great - no more please).
I can't wait for TandF athletes to go the way of golfers and say, meh, too much hassle, I'll just do Worlds - my Nike contract will still be the same.

Due process and the right to a fair hearing have nothing to do with the way WADA and USADA conduct business. They get their witness statements, records and expert reports, and that's the end of the matter, as far as they're concerned. Can't really blame them as the sports establishment isn't especially cooperative.
